Dr. Kipngeno John Rugutt
doctoral program is in Educational Research Methodology from the

. He is a twin brother to Dr. Joseph Kipronoh Rugutt
of Columbus State University, Chemistry Department, Orangeburg, South Carolina. Kipngeno and Kipronoh were born

of Keongo village, Kericho Township Sub-location, Motobo Location, Ainamoi
Division of in the Eastern African Country of
