Dr. Kipngeno John Rugutt doctoral program is in  Educational Research Methodology from the College of Education at Louisiana State University (LSU).   While attending LSU, Dr. Rugutt was involved in constructing a WebQuest on Kenya's Wildlife and tourism industry for Designing Instructional Units Using Computers class .  Dr. Rugutt was  also a double major student in Applied Statistics and also in Computer Technology in Education . He is a twin brother to Dr. Joseph Kipronoh Rugutt of Columbus State University, Chemistry Department, Orangeburg, South Carolina. Kipngeno and Kipronoh were born to The Kipsigis Community of Keongo village, Kericho Township Sub-location, Motobo Location, Ainamoi Division of in the Eastern African Country of  Kenya.
